PURPOSE: A method and a system for certification and teaching using the Internet are provided to certify the ability of a learner by objectively testing the learner through a cyber lecture and to run an active lecture by inducing learners to participate in the lecture. CONSTITUTION: The method comprises steps of requesting a learner connected via the Internet to input at least one of an ID(Identification) or a password, providing a list of courses to attend necessarily to the learner, providing the contents of the courses selected by the learner in the form of a web page, testing the learner if the learner finishes reading all contents, deciding if the learner scores over specific grades, and certifying the ability of the learner if the learner obtains grades over the specific grades. By objectively deciding if the learner knows thoroughly about the contents of the courses, the ability of the learner is certified objectively.
