PROBLEM TO BE SOLVED: To provide a belt fixing device that accurately keeps a fixed belt at an appropriate fixing temperature, and an image forming device that has the belt-fixing device. SOLUTION: The fixing device 1 has a fixing belt 2, which carries a sheet medium, rollers 3 and 4 round which the fixing belt 2 is wrapped, a roller 5 which is disposed opposite the roller 4, a heater 6 which is disposed in the roller 3, and a temperature detection means which controls the application of heat by the heater 6. The temperature detection means has a first temperature detection means 8, disposed upstream in the rotating direction C of the roller 3 provided with the heater 6, and a second temperature detection means 18 disposed downstream in the same direction. The image forming device has the fixing device 1.
