PROBLEM TO BE SOLVED: To highly accurately specify the reflected-wave component of an object to be probed and the location of the object even in the case of the presence of a recessed and protruded shape in the interface of a medium and variations in the length of an air gap caused by the slight hand movements of an operator in radar probing. SOLUTION: A reception waveform signal by a receiving antenna 25 with radio waves from the transmitting antenna 24 of a sensor 2 radiated to a free space is previously stored as a reference waveform signal in the reference signal waveform storage part 32 of a signal processor 3. Then scanning is performed with the transmitting antenna 24 for probing the object to be probed 27, and the reflected waves of radio waves are received at the receiving antenna 25 and acquired at a reception waveform signal acquiring part 31. On the basis of the reception waveform signal at this time, a template to be a distinguishment criterion for the components of interface reflected waves is created and stored in a template storage part 33. A waveform data processor 34 specifies a reference waveform signal as a background component from the reception waveform signal at probing and specifies the component of interface reflected waves with reference to the template.
