PROBLEM TO BE SOLVED: To provide a cleaning device which maintains cleaning performance for a long period of time and forms good electrophotographic images without image faults when an organic photoreceptor and polymerized toners are used as well as an image forming method and image forming device using this cleaning device. SOLUTION: The organic photoreceptor 121 has a protective layer containing resins having a thermoplastic organic polymer component, a siloxane condensate component and a charge transferable structure component. The cleaning device is so designed that the fluctuation in the dynamic torque value of a frequency 10 Hz to 10 kHz generated between the organic photoreceptor 121 and a cleaning blade 126A attains a specified value.
