PROBLEM TO BE SOLVED: To provide a silver halide emulsion having high sensitivity and excellent gray scale characteristic suitable for a silver halide color printing paper and excellent in rapid processing adaptability, latent image stability at an initial stage after exposure, and reciprocity law failure and specifically excellent in a gray scale stability in high luminance short time exposure, provide a silver halide photographic sensitive material, and also provide a method of forming an image. SOLUTION: The silver halide emulsion contains a silver halide grain which has silver chloride content of >=90 mol% of silver chloride and also has at least one layer having high concentration of an iodide, and a layer having the highest concentration of the iodide of the layers having high concentration of the iodide is not present on the uppermost surface.
