PROBLEM TO BE SOLVED: To provide a water-based film composition capable of forming a coating which is useful to cover the inside of a can for foods, and which controls especially elution of bisphenol-A. SOLUTION: The water-based film composition comprises of an acrylic modified epoxy resin (C) dispersed in the water-based medium. Wherein, the resin (C) is composed of reacting with an epoxy resin (A) having a bisphenol-A skeleton an acrylic resin containing a carboxyl group in the presence of an amine compound. An amount of a quatermary ammonium salt in the acrylic modified epoxy resin (C) is below 3.0×10-4 mol/g resin.
