PROBLEM TO BE SOLVED: To improve the measurement precision. SOLUTION: This grounding resistance measurement device is provided with a lead wire 2, in which one end is connected to a grounding electrode 1 buried in the ground 10 while the other end is connected to a signal impression end 5 of a measurement apparatus 14, a return conductive wire 3, in which one end is opened and arranged for forming capacity coupling with the ground while the other end is connected to a signal impression end 6 of the measurement apparatus 14, and the measurement apparatus 14 serving as a measurement means measuring a grounding resistance of the grounding electrode 1 from a voltage ratio measured at a time before/after impression of an alternating current signal when the alternating current signal is impressed between the other end of the lead wire 2 and the other end of the return conductive wire 3, that is, between the signal impression ends 5 and 6.
