PROBLEM TO BE SOLVED: To obtain an excellent fixed image free from offset or tailing, until attaining the life time of a device by applying fixing bias to the heating member of a fixing film or the like by a feed member by direct feeding without causing wear. SOLUTION: A feed brush 30 applying fixing bias for controlling film surface potential, while coming into contact with an exposed conductive primer layer 3b is provided for the fixing film 3 of the fixing device, and a diode for controlling roller surface potential is inserted to intervene between the core bar of a pressure roller and ground. The brush 30 is constituted, by flocking five bundles of brush bristles 32, made of a conductive fiber in the periphery direction of the film. Grease or the like, stuck to the primer layer, is removed on the upstream side of the brush, while the pitch (c) of the bristle bundle, the length (b) of bristle and an advancing angleθare adjusted, in order to obtain excellent conduction by the brush bristles on a downstream side, then the advancing amount (a) to the primer layer is made large on the downstream side of the brush, to make contact amount large.
