PROBLEM TO BE SOLVED: To provide a hot water storage type heater for not erroneously sensing without fixing as remained in an 'ON' state or an 'OFF' state as it is due to adhesion of a hair or the like at a low cost. SOLUTION: When a heating heat insulation switch is closed, a circulation pump starts rotating (step S2). A temperature detected by a storage water heater thermistor is compared with a temperature detected by a bath forward thermistor. When the temperature detected by the storage water heater thermistor is not higher by 3 deg.C or more than the bath forward thermistor in step S3, it is judged that the hot water of the bathtub cannot be circulated. When 10 min or more is elapsed, the pump is stopped (step S8), and a bath pump fault is judged (step S9). A control means for then displaying a fault code on a display unit of a remote controller (step S10) is provided.
