PROBLEM TO BE SOLVED: To provide an elastic body-covered concrete sleeper capable of satisfying the noise reduction working and vibration isolation working of an elastic body for a prolonged term in the sleeper laid on crushed stone ballast. SOLUTION: The concrete sleeper 10 is composed of a sleeper body 12 and the elastic body 14. The elastic body 14 consists of a metal plate and an elastic material. The metal plate is formed in a U shape that a thin steel plate is bent and opened upwards. The elastic material is formed of the first elastic material and the second elastic material. The first elastic material receives load working to the sleeper body 12 made of concrete. The second elastic material maintains the deformation absorption of the first elastic material and the spring coefficient of the first elastic material when the first elastic material receives load and is deformed elastically. The first elastic material is composed of a comparatively hard one. The second elastic material consists of a comparatively hard one.
