PROBLEM TO BE SOLVED: To provide a method for recycling building sludge or the like. SOLUTION: When building sludge was mixed with waste newspaper pieces, stirred, further mixed with a polymer coagulant, and then stirred, the flowability of the mixture was eliminated and changed into an aggregate state. The soil A of this example was compared with other soils B and C. When one liters of the masses of the soils A, B and C were immersed in water for a prescribed time, the weights of the soils A, B and C were 1.7 kg, 1.3 kg and 1.1 kg, respectively. The changes of the weights of the soils for each day were measured under the same condition. The soil A of the present invention contained the largest amount of the water, and needed the longest period of about 30 days, until the water is gradually evaporated to give a constant weight free from the evaporation of the water. The soil of the present example can retain a large amount of water and has a long water-retaining period. Thereby, when used as culture soil, the soil can reduce the frequency of watering treatments, can suitably germinate the seeds of plants, and can allow the plants to grow.
