PROBLEM TO BE SOLVED: To enhance heat resistant adhesion and durability of a belt by preventing generation of a droplet and keeping uniform thickness of a layer in forming a metal layer by means of a PVD method such as a sputtering method or an ion plating method. SOLUTION: A base 3 mainly containing a polyimde as a major component is formed. After the surface of the base 3 is subjected to ion cleaning under a high vacuum, a metal layer 5 is formed on a right surface of the base 3 by means of a high frequency sputtering method or an arc ion plating method with a shield plate between a target metal and a substrate so that the difference between the maximum and minimum values of the thickness of the metal layer 5 is controlled to be not more than 10μm.
