SOLUTION: This clipping character making device is characterized by having a round cut process of cutting a hollowing-out round AA being a hollowing-out area of a character and/or an inversely teating-off round AB being a projecting part area in the tearing-off direction, a round separating process of tearing off the hollowing-out round AA being a part of the unnecessary sheet part AC from the releasing sheet Ab and/or the inversely tearing-off round AB, an external shape cutting process of cutting an external shape part of the character after the round separating process, and an unnecessary part separating process of tearing off the unnecessary sheet part AC from the releasing sheet Ab.
