PROBLEM TO BE SOLVED: To facilitate loading and unloading of baggage by making the car height lower than that in traveling by decreasing an air quantity of an air spring for a rear wheel. SOLUTION: An exhaust valve 22 is constituted by demarcating a first and a second end room by a valve body 24 inserted to a valve housing 23. An air tank 7 is connected to the first end room through a three direction valve 8 and a doorway 33 communicating with an air spring 15, 15a of car height regulating valve 12 is connected to the second end room. On an end wall of the second end room, an exhaust hole 26 is provided. By pressurized air of the air tank 7, the valve body 24 is pressed to the exhaust hole 26 against the force of a spring 25 housed in the second end room and at a stopping time, the three direction valve 8 is switched over to release a pressure of the first end room and the valve body 24 is pushed back by the force of the spring 25 to open the exhaust hole 26.
