PROBLEM TO BE SOLVED: To provide a material for making an optical element, such as an organic EL element that emits light with high luminance in various chromaticity (in particular, from blue to yellow region) and has high electron transport, high fluorescence and high luminance, and an organic EL element, and to provide a fluorescent paint that uses the material. SOLUTION: This organic EL element has an anode, at least one layer of organic layer and a cathode are laminated in this order on the substrate, and the organic layer contains an oxinate metal complex, as expressed in Formula (I), (where X is bromine atom or chlorine atom, M is metal atom, and n is 2 or 3).
