PURPOSE: An apparatus for preventing water hammer in a rolling roll cooling line of a rolling mill is provided which prevents damage of facilities such as piping and pumps due to water impact generated during opening or closing a spray valve, and miniaturizes the spray valve to improve maintenance property of the cooling line. CONSTITUTION: The apparatus for preventing water hammer in a rolling roll cooling line of a rolling mill comprises a cylindrical air oil pressure converter(80) which is connected to a direction conversion valve(60) by a connection pipe(70); a converter piston(84) which is installed and tightly sealed in the air oil pressure converter(80) so that the converter piston(84) is ascended or descended by a converter rod(82); a hydraulic piping(52c) connecting the upper part of the air oil pressure converter(80) that is divided by the converter piston(84) to an upper part of a piston(42) of an actuator(40) that is installed at an upper part of a spray valve(30); flow rate control valves(86a,86b) which are installed on the hydraulic piping(52c) so as to control a flow rate of a hydraulic oil moving along the hydraulic piping(52c); and an air pressure piping(52b) which is connected between a lower part of the piston(42) of the actuator(40) and the direction conversion valve(60).
