PROBLEM TO BE SOLVED: To reduce power consumptions of tracking and tracked sides based upon acquired positional data from a GPS receiver with bad accuracy and to display a route end line by scattering of a laser beam. SOLUTION: This system is provided with a main buoy 1 installed on land or water, a sub-buoy 2 installed on water at a predetermined distance form the main buoy 1, a laser projecting device 10 arranged on the main buoy 1 and projecting the laser beam 3 displaying the route end line toward the sub- buoy 2, the GPS receiver 11 arranged on the main buoy 1 and acquiring positional data of the main buoy 1, a simplified communication device 12 arranged on the main buoy 1 and receiving positional data of the sub-buoy 2, a controller 13/tracking device 14 arranged on the main buoy 1 and tracking and controlling the sub-buoy 2 on the basis of the positional data of the main buoy 1 and the positional data of the sub-buoy 2, another GPS receiver 20 arranged on the sub-buoy 2 and acquiring the positional data of the sub-buoy 2, and a simplified communication device 21 arranged on the sub-buoy 2 and sending the positional data of the sub-buoy 2 to the main buoy 1.
