PROBLEM TO BE SOLVED: To solve the problem that cracks are generated in the periphery of a tie shoulder embedded part of a concrete tie by the vibration, etc., due to a train traveling on rails. SOLUTION: A concrete reinforcing material 2 is arranged in the periphery of a lower part of a tie shoulder 1 to be embedded in a concrete tie at a lower part thereof, and this concrete reinforcing material is welded to a lower end 1b of the tie shoulder by spot welding so as to be held. With this structure, special holding of the concrete reinforcing material is unnecessary when placing concrete into a tie mold.
