PROBLEM TO BE SOLVED: To provide an electroluminescence element and a color conversion filter, that are improved in the conversion efficiency by using a rare earth complex phosphor, and have high luminance and are superior in preservation characteristics. SOLUTION: The electroluminescence element contains a rare-earth complex phosphor that emits light in a maximum wavelength, that is different from maximum luminous wavelength emitted from the luminous material and the luminous material absorbing the luminance of the luminous material. The rare- earth complex phosphor contains at least one of the anion of the compound, as expressed in formula (1) or formula (2) as a ligand.
