PROBLEM TO BE SOLVED: To provide a method for producing steel having excellent pickling properties for uniformly forming good scale having good peelability and acid dissolubility on the surface of steel. SOLUTION: In a cooling stage for hot-rolled steel, the surface of the above steel whose surface temperature is >=580 deg.C is coated with a viscous composition containing the powder of one or more kinds selected from among the carbonates, hydroxides and oxides of alkaline-earth metals, and an inorganic caking agent and water. Desirably, the average grain size of the powder is controlled to 0.02 to 10μm, the main component of the inorganic caking agent is composed of bentonite, the contents of the powder, the inorganic caking agent and water in the viscous composition are respectively controlled to 40 to 95.5%, 0.5 to 40.0% and 0.5 to 60.0%, and the kinematic viscosity of the viscous composition is 50 to 1,000 mm2/s at 40 deg.C.
