PURPOSE: An automatic monitoring system using wavelet and contents based search is provided to extract and store low-resolution images through a wavelet analysis for images inputted through a camera, and to analyze contents of the images to store images having monitoring targets to high resolution, so that playing definition and a storing time is enhanced. CONSTITUTION: A wavelet analysis block(10) receives images from a camera(A), to extract low-resolution images through a wavelet analysis. A low resolution encoding block(20) compresses the low-resolution images from the wavelet analysis block(10) through a motion image encoding method, for supply to a storage medium. A high resolution encoding block(40) receives high-resolution images from the camera(A), and compresses the high-resolution images through a still image compression method, for supply to the storage medium. A situation detection and contents analysis block(30) analyzes the low-resolution images from the wavelet analysis block(10), and if moving monitoring targets exist, controls the high resolution encoding block(40) to be operated. A by-time/by-channel block(60) searches the high-resolution images stored in the storage medium by time/by channel. A contents based search block(70) searches the high-resolution images stored in the storage medium on the basis of contents. A mixed search block(80) mixedly searches the high-resolution images stored in the storage medium. And a search control block(90) selects one of the by-time/by-channel block(60), contents based search block(70) and mixed search block(80), and controls selected one to perform search.
