PROBLEM TO BE SOLVED: To dissolve the problem that at a flood disaster, a sandbag is heavy and to handle the sandbag is heavy labor to a worker and at the time of oils flowing out on the sea or the like, rapid removing is impossible. SOLUTION: A large number of grooves are machined at outer peripheries of a pair of rotary shafts 1, 2, a large number of teeth are machined at outer periphery of a projection and the projections and recessed parts are engaged to each other to rotate. Used corrugated fiber-board is shredded by a shredder to a chip-shape. A sandbag is produced by charging the chips in the bag.
