PURPOSE: A scalable stereo audio encoding/decoding apparatus is provided to generate a bit stream consisting of many enhancement layers based on a base layer using a bit-sliced arithmetic coding manner. CONSTITUTION: A quantization processing part processes an input audio signal to quantize the processed result according to a predetermined encoding band. A bit-sliced arithmetic encoding part performs a band limitation operation corresponding to a scalable base layer and encodes side information. The bit-sliced arithmetic encoding part encodes the quantized values from the most significant bit and from a lower frequency to a higher frequency in this order. The bit-sliced arithmetic encoding part encodes right and left channels by a predetermined vector unit in turns. The bit-sliced arithmetic encoding part encodes quantization values of side information and audio data to a next layer when an encoding operation for the base layer is ended, and performs an encoding operation so as for a bit stream to have a hierarchical structure. A bit steam forming part generates a bit stream in response to data from the quantization processing part and the bit-sliced arithmetic encoding part.
