PROBLEM TO BE SOLVED: To provide an apparatus for removing a covering material and a sticking material from a paper body and a plastic body on which the covering material and the sticking material are applied. SOLUTION: A base part on which a plurality of blades are fixed on a plurality of concentric circles with different radii and a rotating body on which a plurality of blades are fixed on concentric circles with different radii from a plurality of the concentric circles of the base part are provided and the rotating body is arranged to the base part in such a way that a plurality of blades concentrically arranged on the base part and a plurality of blades concentrically arranged on the rotating body are concentric and a moving means for moving back and forth at least one of the base part and the rotating body in the axial direction is provided and the base part and the rotating body are made to approach each other to store both a plurality of the blades between blades of the other side without interfering each other and the rotating body is rotated to remove the covering material or the sticking material from a member provided with the covering material or the sticking material.
