PROBLEM TO BE SOLVED: To easily conduct a movement to an execution site, to simply, rapidly and systematically winding-up a wire rope without requiring a labor, to recover only the wire rope by deassembling a reel after winding-up it and to facilitate a separation disposal. SOLUTION: An electric motor 7, a foot switch 8 removable/storable and a power source plug 9 are stored at the inside of a base frame 1 provided with a handle 2 and a caster 3 and rollers 4, 5 for receiving a reel 25 are arranged at front and rear sides. A standable/fallable guide frame 12 of which one end is pivotably supported to a side frame 12 is mounted. A wire rope R is wound by driving at least one roller by the electric motor 7.
