PROBLEM TO BE SOLVED: To surely carry out rolling treatment of tea leaves without any danger. SOLUTION: This apparatus is obtained by installing a pot frame body 4 having the opened top and bottom and forcedly rotating without revolving at a position deviated from the center of a forcedly rotated horizontal rolling disk 3 and locating a freely rotating rolling pressure frame body 5 in the interior of the pot frame body 4 so as to carry out the rolling treatment of the tea leaves fed from the opened top into the interior of the pot frame body 4 by forced rotation of the rolling disk 3 with the pot frame body 4 and the free rotation of the rolling pressure frame body 5.
