PROBLEM TO BE SOLVED: To always maintain a tightening force of a dust seal to a constant value in no relation to an excess or a lack of a pressurizing force at the time of mounting of the dust seal by caulking. SOLUTION: The dust seal 10 for preventing an invasion of a dust from the outside is provided at a projection end side of a piston rod 4 in a cylinder 2 while superposing with a bearing 9. This dust seal 10 is formed by integrally bonding a base 17 made of hard material and comprising a ring-like disc and a lip 19 attaining an essential rod seal function, made of an elastic material and provided at a center part at an outer periphery part of the base 17 while remaining a caulking part 18.
