PROBLEM TO BE SOLVED: To provide a fixing device which keeps a fixing temperature constant regardless of various environments and image forming conditions, thereby maintaining stable image quality and an image forming device. SOLUTION: The fixing device which fixes a toner image to a transfer material in such a manner that the transfer material with the toner image transferred thereto is held and carried between a pair of rollers under heat and pressure has a heating means which heats the roller and an infrared ray radiation thermometer which measures a temperature of the nip entrance of the roller. The fixing device controls the heating means based on the value measured by the infrared ray radiation thermometer, so as to keep the roller temperature constant. The image forming device has the fixing device.
