SOLUTION: User's voice inputted to a microphone 15 is recognized by a voice recognition part 50A and an action determining mechanism part 52 determines a next action of a robot according to the voice recognition result; if the voice recognition ends in failure or its reliability is low, and consequently a user's instruction, etc., can not be understood and the action of the robot can not be determined, the user is informed that the voice recognition reliability is low, or the voice recognition ends in failure by making the robot take a specific action of, for example, tilting the head or putting the hands on the ears.
