PROBLEM TO BE SOLVED: To prevent the damage of a cover member caused by vibrations, partial pressure or the like due to earthquake and the traveling of a car. SOLUTION: A water storage device has a structure 2 having a space, in which water is stored, synthetic rubber sheets 59-61 installed to covers of three layers on the outside 2a of the structure and sheets 65-68 for protection superposed to the synthetic rubber sheets 59-61, and a ratio R of a length L of the synthetic rubber sheets 59-61 to perimeter L0 at positions, where the rubber sheets 59-61 are mounted, is made different and margins are imparted to the rubber sheets 59-61.
