PROBLEM TO BE SOLVED: To provide a method and an apparatus which accurately take hold of the operating conditions of physical or logic links in a network, especially with taking account of a burst traffic condition, and manage the operating bands of the links, based thereon, and a method and an apparatus for estimating the band expansion timing. SOLUTION: A traffic measurement is executed to measure the operating conditions of links at very short time intervals within a range of a practical memory capacity, using an external measuring instrument or module separate from network apparatus such as exchanges, routers, etc. A managing apparatus totals measurement results to extract trend components of the number of times exceeding a threshold for each link.
