PROBLEM TO BE SOLVED: To prevent the soaring up (slipping up) of a banner or flag and the entanglement of the banner or flag with a flagpole when the banner or flag is flapped by strong wind and to simultaneously prevent the dislodgment of a soaring up preventer. SOLUTION: This soaring up preventer is mounted at a belt-like hoop 14 disposed at the bottom end of the vertical edge of the banner or flag 13 and consists of a weight body part 2 and a pair of right and left clips 3. Detaining parts 11 which project inward toward the weight body part 2 are formed at the bottom ends of the clips 3. The weight body part 2 consists of a plastic case 4 and a weight 5 housed in its inner side. The case 4 and the grip 3 are integrally molded of plastic. The clips 3 are mounted by hooking the same to the hoop 14. When the clips are once mounted, the top surfaces 1a of the detaining parts 11 are hooked by the bottom end of the hoop 14 and are thus prevented from being disengaged.
