In a reproducing party, the digital information constituted by a transport stream packet regulated as MPEG-2 system standard is reproduced by the usual N times bit rate, plural data blocks are generated from the reproduced transport stream packet, and the usual N times data blocks is stored to a transmission packet and then transmitted. In a recording party, the transport stream packet is reconfigured from the data block stored to the transmission packet and the reconfigured transport stream packet is recorded. As constructed above, desired audio and video programs can be dubbed digitally with a high speed.
