PURPOSE: A hydraulic expansion waterstop seal having a concrete hydrate soluble film layer is provided to prevent the loss of function as a hydraulic expansion waterstop seal and a waterstop by swelling caused by unexpected absorption of water before post concreting. CONSTITUTION: In the hydraulic expansion waterstop seal having a concrete hydrate soluble film layer, a concrete hydrate soluble film layer(20), which is insoluble in general water and soluble in concrete hydrate, is formed on the external surface of a hydraulic expansion rubber waterstop seal(100) and composed of polar radical rubber.
