A flow retarder for a drainage system is positioned into the vertical shaft (20) linking the inlet pipe (21) and the outlet (22). The retarder has a boot shape and is secured with the toe (13) clipped under a lip (23) under the inlet duct. Flood water is backed up behind the retarder and is ducted to the outlet at a controlled rate through a variable aperture (11) in the retarder.
