PURPOSE: A power transmission method independent from a driven part velocity is provided to uniformly maintain relative velocities of input and output shafts, thereby applying a uniform force to a driven shaft independently from the velocity of the driven shaft. CONSTITUTION: In a power transmission method independent from a driven part velocity in a deceleration device(3) for accelerating an output shaft(2) with an increased rotation force than an input shaft(1) by carrying out the decelerating operation when a velocity of the input shaft is higher than the output shaft, both ends of the input shaft and the output shaft of the deceleration device are applied with rotation force for applying the action and reaction forces simultaneously, so that the rotation of the output shaft increased by the operation of the deceleration device is added to the rotation of the input shaft.
