PROBLEM TO BE SOLVED: To provide an apparatus capable of treating organic-based waste within a short time. SOLUTION: Organic-based wastes are finely pulverized by a crusher 7 and supplied to reactors R1-Rn and simultaneously vapor-decomposed by steam from a boiler. The decomposition products B are treated by solid-liquid-gas separation apparatus 4 to discharge liquid components as a liquid fertilizer out of the system and supply solid components to a drying apparatus 5. After that, some of the solid components are adjusted by an adjustment apparatus 6 and the solid components of the decomposition products B granulated by a granulation apparatus 7 are shipped as a granular fertilizer. The remaining after the drying is discharged and used as a fertilizer raw material.
