PROBLEM TO BE SOLVED: To provide an apparatus for decomposing safely organic halogen compounds having a protected electric discharge tube. SOLUTION: In this device for decomposing an organic halogen compound provided with an electric discharge tube in which a plasma forming material is circulated and a sleeve 121 penetrated with the electric discharge tube and further holding the outer tube 120 of the electric discharge tube, the space between the outer tube 120 of the electric discharge tube and the sleeve 121 is provided with an O ring 130.
