PROBLEM TO BE SOLVED: To provide an image distortion correcting device and method at low cost capable of correcting a distortion of an image without increasing power consumption. SOLUTION: A write side PLL circuit 2 generates a write clock WCK for writing a video signal VDI into a line memory. A read side PLL circuit 3 generates a read clock RCK for reading out a video signal VDO stored in the line memory 1. An inner pin cushion distortion correction voltage generation circuit 4 modulates a correction waveform of a horizontal rate by the correction waveform of a vertical rate to generate an inner pin cushion distortion correction waveform, and adds a DC component correction pulse to output it as an inner pin cushion distortion voltage VA. A capacity coupling system circuit 5 overlaps the inner pin cushion distortion voltage VA on an output voltage of a loop filter 32 of a readout side PLL circuit 3, to supply it to a VCO 33 as a control voltage VC.
