PROBLEM TO BE SOLVED: To accurately separate a halftone area from a character area. SOLUTION: A plurality of pixels are respectively changed to a remarkable pixel in order. Whether or not the remarkable pixel is a concentration peak candidate is detected. If there is a concentration peak candidate accompanying with the detected concentration peak candidate, the concentration peak candidate is not judged as a concentration peak. If there is not a concentration peak candidate accompanying with the detected concentration peak candidate, the concentration peak candidate is judged as a concentration peak.
