PROBLEM TO BE SOLVED: To contribute to the diffusion and promotion of an electronic questionnaire system by increasing the respondents to an electronic questionnaire. SOLUTION: An electronic questionnaire answering terminal 1 enciphers the answer contents of an anonymous item by using a secret key designated by an accumulated information receiving server 3 and transmits respondent information and the enciphered answer contents of the anonymous item to an electronic questionnaire accumulating server 2. The server 2 eliminates the respondent information and adds authentication information from/to the anonymous item, and transmits the authentication information and the enciphered answer contents in regard to the anonymous item and the respondent information and the answer contents in regard to an item with a name to the server 3. The server 3 decodes the enciphered answer contents of the anonymous item by using the secret key designated to the answering terminal 1.
