PROBLEM TO BE SOLVED: To provide a recording and reproducing device and an information recording medium having high fraudulent alteration preventive effect. SOLUTION: This device has a recording part 2 and a reproduction part 3, and the recording part 2 consists of a recording control part 70 which outputs data words bit-inverted based on a bit inversion control signal showing whether bit-inverting the rising part or falling part of recording data to be outputted from a memory selecting and outputting part 69 and outputs a DSV correction signal for correcting bits in accordance with the bit inversion to plural DSV calculating means 66, 67. The reproduction part 3 is composed of a changeover means 75 for changing over a first waveform equalizing means 73 and a second waveform equalizing means 74 based on area information showing whether an area is bit-inverted or not, and a viterbi decoding means for decoding the reproduced signals to be outputted from the first or second waveform equalizing means 73, 74.
