PROBLEM TO BE SOLVED: To provide a hand-over predicting communication system that uses a packet network passing through a wireless environment as its part to transfer packets and applies distribution control to packets transmitted before and after a hand-over time predicted by a transmitter side terminal so as to relax the communication deterioration thereby realizing efficient distribution. SOLUTION: A reception state transmission section 8 acquires jitter as a variable denoting a reception state from a reception state supervisory section 4 and transmits the reception state to a transmission terminal 1 when the variable exceeds or falls short of any of threshold values, and a distribution control section 3 of a transmission terminal 1 predicts a hand-over time when the jitter reaches a hand-over threshold on the basis of the received reception state. The transmission terminal 1 conducts distribution control at the predicted time.
