An on-vehicle automatic accounting device (10) acquires own-position information using GPS signals from GPS satellites (51-53), judges whether or not chargeable conditions are satisfied based on the position information, deducts, when satisfied, a charge amount determined by computing from an inserted prepaid card, and writes information used for charge amount computing into the prepaid card as an accounting history. A card issuing machine (20) reads, when this prepaid card is inserted to increase the balance, the written accounting history for transmission to a center computer (30). The center computer (30) distributes charge amounts to administration companies based on an accounting history.
