PROBLEM TO BE SOLVED: To enhance heat collecting efficiency. SOLUTION: A hot water forced circulation means 15 is driven to circulate hot water by generated power from a thermoelectric conversion means 12 provided between a solar heat collecting face 1 and a heat collecting face flow channel 2. The hot water forced circulation means 15 performs forced circulation of hot water so as to carry out heat exchange from the solar heat collecting face 1 through forced convection so that heat collecting efficiency of solar heat is drastically raised and power saving effect is obtained.
