PROBLEM TO BE SOLVED: To provide a PDTA system bleaching or bleach-fixing composition which will not form deposits, even if inorganic phosphate ions are present. SOLUTION: The photographic bleaching or bleach-fixing composition contains (a) >=0.01 mol/l bleaching agent, containing a ferric ion chelated with 1,3-propylenediaminetetraacetic acid or its salt, and (b) >=0.005 mol/l of organic polyphosphonic acid, aminopolysuccinic acid or polycarboxylic acid containing one or more hydroxyl groups as a compound for preventing the deposition of the bleaching agent, and the pH of the aqueous solution of the composition is >=4.
