PROBLEM TO BE SOLVED: To enable evaluation of a characteristic variation due to the positional relation between an antenna with accuracy, which is placed on the terminal unit of a mobile phone, and a human body, specially the ear. SOLUTION: An arm part of an pseudo human body, which is constituted of a head part with an ear part, a torso part, a left hand part, and a moving parts, is made movable. Thereby, characteristics of an approaching the human body can be evaluated accurately, and the positional relation between a radio communication device and the human body can be adjusted readily. Characteristics variation due to kept position of the radio communication device can be evaluated accurately.
