PROBLEM TO BE SOLVED: To provide an inexpensive, strong, lightweight and firmly connectable heat insulating panel also serving as a form in common. SOLUTION: This heat insulating panel is composed of a foaming platic heat insulating panel body 1 and a reinforcing material 2 connectable in both vertical and horizontal directions, and cutout surface parts 3A are formed at a prescribed interval in the horizontal direction in an upper end part of the heat insulating panel body 1 so as to alternate in the surface and the reverse. Cutout surface parts 3B in the shape adjusted to the cutout surface parts 3A are formed in a lower end part of the heat insulating panel body 1 so that the upper end part, the surface and the reverse become inverse. A projecting strip 6 is arranged in the vertical direction in one side end part of the heat insulating panel body 1, and a cutout part 7 in the shape adjusted to the projecting strip 6 is arranged in the vertical direction in the other side end part. A pair of left and right groove strips 8 are horizontally arranged at a prescribed interval in the vertical direction on the surface of the heat insulating panel body 1. Both side leg parts 2A of a reinforcing material 2 composed of a metallic plate-like body having a cross section of a gate shape are fitted to the groove strips 8.
