PROBLEM TO BE SOLVED: To provide a control over properties of a submarine oil drop emulsion lubricant used in the circulating feed system and a method for rolling a steel plate capable of preventing the occurrence of rolling troubles or oil stains accompanied by change of plate-out (adhesion of oildrop on the surface of a tool or work) properties. SOLUTION: The surface potential of the submarine oil drop emulsion lubricant is used as a control index of the properties of the submarine oil drop emulsion lubricant. Maintaining the surface potential of the submarine oil drop emulsion lubricant within 100 mV or more and 1500 mV or less performs the cold rolling of a steel plate.
