PROBLEM TO BE SOLVED: To provide a fire-fighting system and a shielding device to be used therefor, with which the occurrence of a secondary disaster to instantaneously emit a large quantity of gases can be prevented and a temporary disaster such as fire can be simultaneously prevented by quick dealing as well. SOLUTION: On a construction site to perform a construction while maintaining the state of making gases flow inside a pipe, a fire extinguishing agent, which is fire-resistant, generates viscosity by mixing and contains a foamed solidification agent to be quickly solidified, is sprayed to a fire, which occurs in the construction block. Thus, the inside of the pipe is sealed at the pipe end part in the construction block at least and by surrounding the periphery of the pipe end part, the emission of gases flowing inside a conduit is blocked so that the fire can be extinguished.
